Persons awarded orders and medals of the USSR can wear both these awards themselves and the ribbons attached to them.

Orders and medals of the USSR are worn, as a rule, on especially solemn occasions - at sessions of the Supreme Soviet of the USSR, Supreme Councils of Union Republics, Councils of Working People's Deputies, at ceremonial meetings, at parades and revolutionary festivities.

On ordinary days, instead of orders and medals, awardees can wear corresponding ribbons on special strips.

The rules for wearing orders and medals of the USSR, as well as the description and procedure for wearing ribbons for them, were approved by the Decree of the Presidium of the Supreme Soviet of the USSR dated June 19, 1943. The procedure for wearing orders and medals of the USSR and ribbons for them, established after the publication of this Decree, is determined by their Statutes and Regulations .

Orders, medals and ribbons for them should be worn on suits. Wearing awards or ribbons on shirts, on work clothes (robes, overalls, padded jackets, etc.), on tracksuits, as well as on outerwear (coats, raincoats, etc.) is not allowed.

For military personnel of the Soviet Army and Navy, the Ministry of Internal Affairs of the USSR and the State Security Committee under the Council of Ministers of the USSR, the rules for wearing orders, medals and ribbons for them on military uniforms are determined by the relevant orders of the command.

Currently, by order of the Minister of Defense of the USSR it is established that the wearing of orders, medals or ribbons for them on military uniforms by military personnel is mandatory, with the exception of work uniforms and summer casual clothing outside the formation (shirts with shoulder straps).

Military personnel wear orders and medals only on their dress uniform in the following cases:

When participating in parades;

When presenting orders (naval flags) to military units (ships) and formations;

Upon receipt of government awards;

When presented to the immediate superior upon appointment to a position, upon assignment to the next military rank;

When taking the military oath;

When appointed to the honor guard;

On the days of annual holidays of the unit (ship);

When launching a ship and when raising the Naval flag on a ship entering service;

As directed by the command.

In all other cases, military uniforms require the wearing of ribbons for orders and medals.

Insignia of Heroes of the Soviet Union and Heroes of Socialist Labor - the Gold Star medal and Golden medal“Hammer and Sickle” is worn by military personnel on all forms of military clothing, with the exception of work and summer casual uniforms outside the formation (shirt with shoulder straps).

Persons awarded orders and medals of the USSR must observe the following order of placing these awards and ribbons for them on clothing:

The procedure for wearing foreign orders and medals, as well as ribbons for them, was approved by the Decree of the Presidium of the Supreme Soviet of the USSR of June 26, 1943.

According to this Decree, citizens of the USSR awarded foreign orders or medals, when wearing them simultaneously with orders and medals of the USSR, place foreign awards as follows:

Foreign orders and medals, attached to clothing using blocks or ribbons, are located on the left side of the recipient’s chest below all orders and medals of the USSR;

Foreign orders, attached to clothing without pads or ribbons (using a pin and nut, pin, etc.), are located on the right side of the chest of the recipient below all orders of the USSR.

The ribbon of the Order of St. Andrew the First-Called on the bar is located in the center, above the ribbons of other orders and medals.

The ribbons of the Order of St. George and the Order of Merit for the Fatherland on the bar are located below the ribbon of the Order of St. Andrew the First-Called Apostle, but above other order ribbons.

Ribbons of other insignia are worn to the left and below the ribbons of orders and medals of the Russian Federation and the USSR, medals and insignia of the Ministry of Internal Affairs of the Russian Federation.

The height of the ribbons on the bars of the orders of St. Apostle Andrew the First-Called, St. George and "For Services to the Fatherland" is 12 mm, other orders and medals are 8 mm.

Ribbons of orders and medals of the Russian Federation and the USSR, insignia of the Ministry of Internal Affairs and other insignia on the straps are arranged horizontally in a row from top to bottom from the center of the chest to the edge in the established order. There should be no more than 4 ribbons on the slats in a row. Ribbons that do not fit in one row are transferred to the second, third or fourth rows, and the number of rows should be no more than four.

Order ribbons and medal ribbons are placed on the bars:

  • on double-breasted tunics, jackets - so that the upper edge of the first row of straps is located 70 mm below the level of the lapel ledge;
  • on a single-breasted jacket - so that the upper edge of the first row of straps is located 90 mm below the level of the lapel ledge;

12. The wearing of state and departmental awards and insignia of the Ministry of Internal Affairs of the Russian Federation on items of special uniform, special and work clothing is prohibited.

13. Placement of insignia for special ranks of employees of internal affairs bodies of the Russian Federation.

13.1. Placement of insignia for special ranks (stars) on the shoulder straps of middle, senior, senior command personnel and warrant officers of internal affairs bodies of the Russian Federation - according to Table 1:

14. Placement of lapel emblems.

Golden-colored lapel emblems (Figures 1.2,3) are placed:

on removable shoulder straps with a strap - on the longitudinal center line of the shoulder strap, at a distance of 5 mm from the lower edge of the uniform button to the upper edge of the shield of the lapel emblem (except for shoulder straps of senior officers);

on the collars of tunics, jackets, woolen coats (except for persons of senior command) - along a bisector, at a distance of 25 mm from the corner of the collar to the center of the emblem, the vertical axis of symmetry of the emblem should be parallel to the flight of the collar.

15. Placement of sleeve insignia.

15.1. Sleeve insignia for the areas of activity of employees of the internal affairs bodies of the Russian Federation are worn on outside right sleeve at a distance of 80 mm from the top point of stitching the sleeve to the mark.

The sleeve insignia “Russia Ministry of Internal Affairs” is worn on uniform items on the outer side of the left sleeve at a distance of 80 mm from the top point of stitching of the sleeve to the insignia.

Sleeve insignia are not worn on items of special uniform for employees of special and special purpose units in camouflage green colors, or on items of special uniform for employees serving in aviation units.

15.2. Sleeve insignia for training courses for cadets of educational institutions (golden stripes) are worn on the outside of the left sleeve. The number of stripes on the sign must correspond to the course of study. Golden stripes on a red textile base measuring 10x66 mm. The sleeve insignia is placed at a distance of 10 mm below the sleeve insignia of the Ministry of Internal Affairs of Russia.

16. Placement of stripes.

Employees of internal affairs bodies with special police ranks wear “police” stripes on their uniforms. The stripes are placed on the back and left front of the jackets of winter, demi-season, summer and wind and moisture-proof suits for all police officers (except for state traffic inspectorate units).

Police officers of aviation units wear a “police” badge on the left shelf of their special uniform.

Police officers of state traffic inspectorate units (including those serving on motorcycles) wear “Staff Traffic Police Traffic Police” badges on the left side of the jackets of winter, demi-season, and summer suits. The “police” patch and the letters “DPS” made of reflective materials are placed on the back of the jackets of winter, demi-season, summer suits, waterproof raincoats, and signal jackets. The letters “DPS” made of reflective materials are placed on the back of the signal vest.

Police officers of special and special purpose units wear “OMON” and “SOBR” stripes on the jackets of winter, demi-season, and summer black and camouflage gray suits.

17. Placement of badge.

When serving in public places, the following badge is placed on uniforms of employees of internal affairs bodies with special police ranks:

  • on jackets of summer, demi-season, winter, wind and moisture-proof suits, water-proof raincoats, signal vests, signal jackets - they are attached with a pin to the left breast pocket;
  • on a shirt (blouse), jumper (sweater) – attached to the flap of the left breast pocket using a folding fastening for a button and using a pin to the chest pocket;
  • on a woolen jacket - fastened with a pin on the left side of the chest 1 cm below the ribbons of orders and medals on the straps, and if they are absent - in their place;
  • on a woolen coat, a demi-season woolen jacket, a demi-season raincoat - fastened with a pin on the left side of the chest 8 cm below the lapel ledge;
  • on a coat made of a sheepskin coat, a fur jacket - fastened with a pin on the left side of the chest 4 cm below the “police” stripe.
