29th World Winter Universiade. Universiade Village Medical Center

On September 1, 2012, the application campaign for the right to host the 2019 Winter and Summer Universiade began. On the same day, the Russian Student Sports Union (RSSU) sent a letter to the President of the International University Sports Federation (FISU), Mr. Claude-Louis Gallien, about Krasnoyarsk’s intentions to apply to host the Winter Universiade 2019. From this moment on, the city of Krasnoyarsk officially became a bid city. The choice of the city was determined, first of all, by the desire and ability of the Krasnoyarsk Territory to host student games. The capital of the region is one of the student centers in the country, where the Siberian Federal University is located.

Krasnoyarsk's rival in the fight for the right to host the Winter Universiade 2019 was the Swiss Canton of Valais.

During the year, each candidate prepared an application dossier. On September 14, 2013, Krasnoyarsk submitted its application book to FISU headquarters and received candidate city status. The only competitor at this stage withdrew his candidacy.

On November 9, 2013, in Brussels, FISU members, by closed vote, chose Krasnoyarsk as the capital of the XXIX World Winter Universiade 2019.

Management structure for the preparation of the Winter Universiade 2019

The Winter Universiade 2019 management system consists of four main levels: Organising Committee, Executive Directorate, Supervisory Board, Coordination Council.

Organising Committee

The Organizing Committee for the preparation and holding of the XXIX World Winter Universiade 2019 in Krasnoyarsk was created by Order of the Government of the Russian Federation dated 02.18.2014 No. 219-r.

The Organizing Committee is currently headed by Deputy Prime Minister of the Russian Federation A. V. Dvorkovich

The Organizing Committee included representatives of government bodies of the Russian Federation and the Krasnoyarsk Territory. The Organizing Committee makes important decisions on the organization of preparations for the Universiade: it approves the plan of organizational events and the list of facilities for the Winter Universiade 2019.

Organizational and technical support for the activities of the Organizing Committee is entrusted to the Ministry of Sports of the Russian Federation.

ANO "Executive Directorate of the XXIX World Winter Universiade 2019 in Krasnoyarsk"

The founders of the ANO “Executive Directorate of the XXIX World Winter Universiade 2019 in Krasnoyarsk” are:

  • From the Russian Federation - the Ministry of Sports of the Russian Federation;
  • On behalf of the Krasnoyarsk Territory - the Government of the Krasnoyarsk Territory;
  • On behalf of the municipality of Krasnoyarsk - the administration of the city of Krasnoyarsk;

The Executive Directorate is entrusted with the functions of interaction with FISU and international sports federations on the preparation and holding of the Winter Universiade 2019. For FISU, the Directorate is the main coordinator of activities for the preparation and holding of the Winter Universiade 2019, such as:

  • Development, coordination and approval of the Winter Universiade sports program with FISU and sports federations;
  • Formation of a Master Plan for preparation for the Games, approved by the FISU Executive Committee, and provision of progress reports to the FISU Executive Committee twice a year;

The Supervisory Board is the highest collegial management body of the Executive Directorate and ensures compliance by the Directorate with the goals for which it was created, as well as control over the implementation of financial and economic activities by the Directorate.

The functions of the Supervisory Board include:

  • Change of the Charter of the Directorate;
  • Determination of priority areas of activity of the Directorate;
  • Approval of the financial plan, annual reporting on financial and economic activities;
  • Appointment of the General Director, members of the Audit Commission, etc.

The Supervisory Board includes representatives of the founders, as well as the General Director of the Executive Directorate. The Minister of Sports of the Russian Federation V. L. Mutko was elected Chairman of the Supervisory Board.

The Coordination Council for the preparation and holding of the XXIX World Winter Universiade 2019 in Krasnoyarsk under the Governor of the Krasnoyarsk Territory was created by Decree in February 2015.

The Council was headed by the Governor of the region V. A. Tolokonsky. The composition included representatives of the executive and legislative authorities of the region, sports veterans, heads of regional winter sports federations, outstanding athletes of the region, and leaders of youth programs.

The Council coordinates the interaction of various government bodies, departments, organizations and associations involved in the preparation of the Winter Universiade, develops proposals on issues related to the organization of upcoming competitions, etc.

Objects of the Winter Universiade 2019

Universiade Village

The Winter Universiade 2019 Village will be located on the campus of the Siberian Federal University, in close proximity to the Nikolaevskaya Sopka and most ski facilities:

The “University” residential complex will make it possible to place on the territory of the Village, taking into account the existing housing infrastructure of the university campus, more than 3,000 beds for athletes and accredited persons;

The multifunctional center of the Federal State Autonomous Educational Institution of Higher Professional Education "Siberian Federal University" will consist of an educational and sports block with a catering facility, with gymnastics gyms and training game rooms, with mobile stands for spectators with up to 200 seats each, with the possibility of transforming one sports hall into a dining room for 700 places In addition, the facility is expected to house a gym for training and warming up for athletes. The “Perya” residential complex will make it possible to place more than 1,700 beds for volunteers and support staff in close proximity to the Universiade Village. Estimated completion date is 2018.

Regional sports and training complex "Academy of Winter Sports"

Construction began in 2012. The complex assumes:

All-season sports and recreation park funpark "Bobrovy Log"

The complex opened in 2006. 14 trails of varying degrees of difficulty have been prepared, with a total length of 10 km and a height difference of 350 meters. 8 slopes have been certified to meet the standards established by the International Ski Federation (FIS). Capacity in winter is up to 5000 people. By 2019, the construction of an additional sports training block and the installation of a video broadcast system will be required. Ice arena "Platinum Arena"

Prospective construction. The planned completion date of the facility is 2018. Capacity up to 7000 people.

Purpose: holding hockey competitions among men, holding ceremonies.

Complex "Biathlon Academy"

The facility opened in full in 2011. It has a sports complex with a hotel (87 places), a shooting range with 30 target installations, 12 km of ski slopes. The building's simultaneous capacity is 106 people. In 2013, the complex received a category B license from the International Biathlon Union, giving the right to host international competitions at the World Universiade level. By the time of the competition, reconstruction will be required (equipment of artificial snowmaking systems and track lighting).

Ice Palace "Arena-North"

Built in 2011. It has an ice arena 60x30 m (meets the requirements of the International Hockey Federation), a games gym and a climbing wall (meets the requirements of the International Climbing Federation). Capacity up to 3,000 people. Reconstruction is planned.

Purpose: holding competitions in short track speed skating and figure skating.

Stadium "Central Stadium"

Began work in 1967. The largest sports complex in Siberia and the Far East. The structure includes: a heated football field, an athletics core, an athletics arena, a hotel complex (105 places). The capacity of the stands is up to 25,000 people. Reconstruction is planned.

Purpose: holding cultural events.

Sports Palace named after. 

Ivan Yarygina

Commissioned in 1981. Repeatedly hosted world championships and international tournaments in wrestling, sports dancing and artistic gymnastics. Until 1995 it worked as an ice palace. Then it was converted into a palace with a parquet arena. For the 2019 Universiade, it is planned to reconstruct and install new ice equipment, with the goal of maintaining multifunctionality. Capacity 3,500 people.

Purpose: holding curling competitions.

Opened in 1971. The capacity of the stands is 7,000 seats. It has a field measuring 114×70 m. Reconstruction is expected.

Purpose: holding bandy competitions.

Ice Palace "Falcon"

Major reconstruction was completed in 2012. The palace has a full-size ice arena. Capacity up to 200 people.

Ice Palace "Rassvet"

Built in 2013. The palace has a full-size ice arena (61x30 m). Capacity up to 300 people.

Purpose: training ground.

Indoor skating rink "Pervomaisky"

Healthcare facilities

Regional Clinical Hospital

By the Winter Universiade 2019, a new surgical building will be built in the regional hospital, the capacity of which will be 615 surgical and 108 intensive care beds, 28 operating rooms with 3 shifts and up to 8 surgical procedures in each operating room daily, including 4 for emergency medical care, equipped with digital navigation systems, optical visualization, and multimedia technologies. Hospital care will include a full range of services, as well as intensive care and trauma care. In addition, a new emergency room will be built. The estimated completion date of the facility is 2018.

KGBUZ "Krasnoyarsk Interdistrict Clinical Hospital of Emergency Medical Care named after. N. S. Karpovich"

The interdistrict hospital plans to reconstruct the admission and diagnostic department and build a surgical building. It is planned to equip emergency operating rooms with digital navigation systems, optical visualization, and multimedia technologies. Post-reconstruction hospital care - a full range of services, including intensive care and trauma care. The estimated completion date of the facility is 2018.

Helipads for air ambulances

To provide medical support for participants of the Winter Universiade 2019, 2 helipads for air ambulances will be built at the competition sites (directly on the territory of the Bobrovy Log fun park and the Winter Sports Academy sports and training complex). The construction of the sites will make it possible to fulfill the FISU requirement - delivery of the victim to the place of specialized medical care in no more than 10 minutes.

Universiade Village Medical Center

The medical center in the Universiade Village will provide primary health care to participants and guests of the Universiade around the clock with an emergency care unit, an infectious disease unit, a trauma center, radiation and functional diagnostic rooms and a day hospital. The center's capacity is 400 visits per shift.

The Winter Universiade 2019 is the 29th edition of the international student tournament, which will be held from March 2 to 12, 2019. The championship will take place in the center of Siberia – Krasnoyarsk. The competition will visit Russia for the first time. Our country has never become the host of a tournament. This is a unique event in Russian history. Therefore, the organizers of the sporting event are full of desire to surprise the imagination of the global sports community and future participants!

Where and when will the XXIX Winter Universiade 2019 take place?

A large-scale competition will be organized from March 2 to March 12, 2019. Russian Krasnoyarsk will become the center of sports passions. The Siberian city was chosen as the venue for the championship based on a vote by members of the International University Sports Federation. The only competitor, the Swiss Canton of Valais, withdrew at the preliminary stage.

Multifunctional sports complex with a total area of ​​1,549 sq. meters. It includes trails for freestyle skiing, cross-country skiing, snowboarding and orienteering.

SK is new. It was founded in 2012. Construction is expected to be completed in early 2018.

Sports and Recreation Park "Bobrovy Log"

The sports complex is designed to host alpine skiing competitions. It has 14 trails, whose total length reaches almost 10,000 meters.

“Beaver Log” was opened in 2006. It is currently being actively reconstructed to meet the standards of the future championship.

"Platinum Arena"

The main sports facility of the World Winter Universiade 2019. The arena will host the opening and closing ceremonies, as well as men's hockey games.

The facility will open in 2018. Its capacity should be 7,000 seats.

Tournament participants

It is expected that about 3,000 athletes from dozens of countries around the world will take part in the event. In the last edition, 1,604 athletes from 56 countries competed for medals. In addition to the main heroes of the occasion, the competition will be attended by many journalists, volunteers and tens of thousands of fans!

Journalists and spectators will be accommodated in hotels. But the organizers will create a Universiade Village especially for athletes and volunteers. It will be opened on the campus of the Siberian Federal University. In the Village, guests of Krasnoyarsk will be able to relax, refresh themselves and have fun.

Krasnoyarsk is ready for the Universiade 2019

The Winter Universiade will be held in Krasnoyarsk from March 2 to March 12, 2019. Previously, Russia has never hosted student Winter Sports Games, but many remember how successfully our country held the 2013 Summer Universiade in Kazan. Moreover, both in organizational terms and in terms of the performance of Russian athletes - they won 155 gold, 75 silver and 62 bronze medals, taking first place in the overall standings by a huge margin.

In Krasnoyarsk, 76 sets of awards will be played in 11 sports: biathlon, alpine skiing, curling, cross-country skiing, snowboarding, figure skating, hockey, short track speed skating, as well as freestyle skiing, ski orienteering and bandy. The last three events are not included in the mandatory program of the Universiade. Freestyle and orienteering, with the consent of the International University Sports Federation (FISU), were included in the competition as additional ones, and bandy as a demonstration sport.

Of the 34 Universiade 2019 venues, eleven are sports. All of them were either erected in Krasnoyarsk specifically for the student Games, or completely restored. It is there that the two best teams of the Europa League will perform, in which Russia has two representatives left - Zenit and Krasnodar. Will ARAF be restored?

At the beginning of December 2018, the IAAF Council once again considered that ARAF had not fulfilled all the criteria for restoring membership in the International Association. Despite the full restoration of the activities of the Russian Anti-Doping Agency (RUSADA), the IAAF considered a necessary condition for the return of ARAF to the organization to be access to data from the Moscow laboratory to identify violators of anti-doping rules, as well as reimbursement of all expenses of the international federation for work carried out with the Russian side - 2 million 760 thousand dollars.

The next meeting of the IAAF Council, at which ARAF, if all the conditions of the road map are met, can still be restored, will be held in early March immediately after the end of the European Indoor Championships in Glasgow, where Russian athletes will again compete in a neutral status and only after receiving individual permissions from IAAF. Theoretically, a fateful decision for Russian athletics could be made before March. The head of the IAAF, Sebastian Coe, said in December that for this to happen, a working group on the restoration of ARAF should come up with such a proposal.

Basketball World Cup

The FIBA ​​Basketball World Cup will be held in eight Chinese cities from August 31 to September 15. For the first time, the tournament will be held under the guise of the “World Cup”, and not the “World Championship”, and for the first time it will be held in more than one year with the football world championship. 32 teams will take part in the World Cup, in addition to the host country, these are 12 teams from Europe, 7 from America, 5 from Africa and another 7 from Asia and Oceania.

The Russian national team has two matches left in the World Cup qualifying tournament: on February 21, away against the Bulgarian team, and on February 24, in Perm against the Finnish national team. The Universiade logo is based on the letter U, the initial letter in the word “Universiade”. The symbol is made in the form of a turned polyhedron ice block in the colors of the Russian flag. The colors are united by two principles: the severity of winters in Siberia and the kindness of Siberians.

The emblem also includes the name of the city, the year the Universiade was held and its name. The logo also includes 5 stars. Their colors correspond to the colors of the Olympic rings and the 5 continents.

Mascot

U-Laika became the mascot of the Universiade. The symbol was chosen by popular vote. Voters chose the future mascot from 3 options:

  • Laika Yulaika (U-Laika);
  • moose Yurok (YOU’r ok!);
  • Ursik bear.

The image of the husky is associated with energy and friendliness, and is also strongly associated with Siberia. In addition, the name Yulaika (U-Laika) is reminiscent of the English word like, which is familiar and close to young people around the world.


Tagline

The slogan of the Universiade 2019 is REAL WINTER (“Real Winter”). The concept is based on a play on the words win and winter (“victory” and “winter”). Thus, the slogan not only invites you into winter, but also reminds you of the competitive moment.

Projects under construction

100 billion rubles were allocated from the state and private individuals to prepare for the games. With the allocated money, objects of 4 groups will be built or reconstructed:

Construction and reconstruction covers 28 objects in Krasnoyarsk. All constructed complexes comply with FISU requirements.

Residential sector

The Universiade Village is being built on the Siberian Federal University campus and includes:
